1971: Film director loses copyright  15

At the time, film companies wielded great power.
It is said that the companies lobbied the government and the ruling party to create the article.
The demands of the companies were intertwined, and Article 29, paragraph 1(*) was created as a compromise. (*Article stating that film copyright belongs to the company)
As a result, Article 29 was created as a result of political pressure from film capital.

At that time, Akira Iwasaki (film critic) wrote a letter to the editor, "A smokeless treasure box. Is money the only thing that makes movies?", which was published in the newspaper.
It read as follows:
"The intention of the legislation (the new Copyright Law) is to unconditionally and unlimitedly recognize the economic exploitation rights of film companies.
However, that is not all.
In the midst of this film recession, this Copyright Law is an attempt to secure loyal subordination to companies by denying the imaginative position of film artists and technicians, limiting the sense of freedom of authorial initiative, and emphasizing the employment relationship between companies and film workers."

Similarly, each organization of authors involved in films made various demands to the government. These are reflected to some extent in the law.
These led to the "Additional Resolutions."

When this Copyright Law was passed, the Education and Culture Committees of both the House of Representatives and the House of Councillors made a supplementary resolution, stating that "the attribution of film copyrights will be actively considered in the future."
In other words, "We understand that there are various problems with this law. Therefore, we will create the law, but the problems that come with it will be actively considered in the future."

However, I have not heard much about this supplementary resolution being actively reconsidered in the Diet.
More than 20 years have passed since then, but I now believe that the problem lies in the fact that the fact that "this is the problem with this article, and because this article was created, these kinds of people are becoming victims" has not been properly reflected.
